A company can be established yet still not be fully ready to operate. Sector-specific permissions, local registrations, supporting submissions and practical follow-up with authorities often determine whether the business can proceed on the timeline the client expects.
His role is to keep that middle ground from becoming a blind spot. He makes sure operational readiness is treated as part of delivery, not as something the client discovers only after setup is complete.
